Description

The U.S. General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS) and the United States Coast Guard (USCG), is conducting market research to identify capabilities related to Instructional Systems Design (ISD) services for the International Port Security (IPS) Program. The primary goal of this initiative is to enhance training programs aimed at improving port security measures in foreign countries, thereby safeguarding the Maritime Transportation System and protecting U.S. interests. This effort aligns with the requirements outlined in the International Ships and Port Facility Security (ISPS) Code, ensuring that ports worldwide adhere to effective anti-terrorism protocols.

The scope of work involves a comprehensive overhaul and enhancement of existing training seminars, as well as the development of new course modules tailored to address emerging security challenges such as cybersecurity risk management, unmanned aerial vehicle awareness, and insider threats at seaports. The ISD will be responsible for integrating modern adult learning strategies into these programs, ensuring that they are engaging and effective across various delivery platforms including in-person, virtual, and web-based formats. Additionally, technological enhancements will be implemented to current presentation materials by adding interactive elements that facilitate quick referencing for instructors.

Key tasks include revising existing courses like ISPS Implementation Best Practices and Port Security Drills while developing new instructional materials focused on contemporary threats. Furthermore, all course materials must be translated into Spanish, French, and Portuguese to ensure accessibility for a diverse international audience. The ISD will also be tasked with creating instructor guides and student syllabi that incorporate pedagogical innovations such as group activities and icebreakers aimed at fostering deeper engagement among participants.

To support these efforts, the USCG will provide necessary resources including access to current training materials and direct consultation with subject matter experts. All deliverables must comply with Section 508 standards to ensure accessibility for individuals with disabilities. Regular reporting on progress will be required throughout the contract period to maintain alignment with project objectives.
