Description

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is conducting market research to support the U.S. Coast Guard's Intelligence Systems Product Line (ISPL). This initiative aims to enhance the Coast Guard Intelligence Program (CGIP) by ensuring mission-critical operations are supported through comprehensive contract services. The overarching goal is to bolster national defense, maritime domain awareness, and homeland security through improved intelligence gathering, analysis, and dissemination.

The work requested under this contract involves a broad range of services that are essential for maintaining and advancing the Coast Guard's intelligence capabilities. Key areas of focus include project management, business analysis, agile planning, technical writing, cybersecurity governance, and information assurance. The contractor will play a crucial role in supporting both classified and unclassified systems that underpin critical defense operations. A significant component of this effort involves advancing a Data as a Service (DaaS) model to enhance data accessibility and decision-making capabilities across the organization.

Additionally, they will be responsible for creating comprehensive documentation such as SOPs, training materials, technical reports, and risk assessments.

The scope of work requires adaptability to dynamic operational environments while aligning with ISPL's Technical Roadmap and Lifecycle Management Model. Contractors must demonstrate flexibility in addressing emerging needs within intelligence systems operations or technical management domains. This contract offers a twelve-month base period with four additional twelve-month option periods for extended service provision if required.
