DHS - USCG Financial Automation & Analytics Support - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support a key initiative by the United States Coast Guard (USCG). This initiative focuses on enhancing financial accounting processes and business operations within the USCG. The primary goal is to improve efficiency and effectiveness by adopting automated solutions and process improvements, ensuring that these processes are audit-compliant. This effort is being spearheaded by the Financial Service Center (FSC), which plays a critical role in sustaining business processes that lead to enhanced internal controls, cost savings, and best practice development.

The work being requested involves professional contractor support services aimed at advancing the FSC's business process improvement and automation initiatives. Contractors will be tasked with supporting business process standardization efforts to enhance operational efficiency, financial analysis, and asset management. This will involve leveraging automated solutions, workflow tools, dashboards, as well as conducting functional business requirements gathering to design specialized financial reporting solutions. Additionally, contractors will provide ongoing support for sustaining automated solutions like the Financial Management and Procurement Data Repository (FMPDR) while aiding in the development of USCG's reporting capabilities.

Another significant aspect of this work includes supporting government-led process improvement initiatives within the FSC. Contractors will analyze, standardize, and implement business processes designed to enhance efficiency, strengthen controls, ensure audit readiness, and promote consistent operations across the organization. Moreover, they are expected to provide communications support aimed at improving business processes across USCG by developing effective communication strategies and tools.

The overarching objective of this contract is to enable USCG stakeholders from storekeepers to admirals to perform their duties more effectively by providing them with necessary tools, reporting capabilities, and training resources. These efforts are aligned with creating repeatable and auditable processes that leverage automation for improved outcomes in financial accounting and property management within USCG.
