DHS USCG - Contractor Audit and Project Management Support - Market Research

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is conducting market research to support the United States Coast Guard (USCG) in its ongoing efforts to modernize and manage its expansive infrastructure portfolio. The primary objective of this initiative is to procure contractor audit and project management support services that will facilitate the planning and implementation of customized technical applications and automation solutions. These solutions are aimed at addressing civil engineering, facilities, and data challenges within the USCG, thereby enhancing operational efficiency and compliance with federal mandates.

This Request for Information (RFI) seeks insights from experienced contractors who can deliver complex projects requiring a blend of technical expertise, such as software development and data analytics, alongside specialized professional services in areas like civil engineering. The work involves programmatic support across various USCG directorates including the Office of Civil Engineering, Recruiting Command, Surface Forces Logistics Center, Operations Logistics Command, Assistant Commandant for Capability, among others. Key tasks include organizational redesign, integration of legacy systems into new applications, software sustainment for capital project prioritization, database modernization to ensure data integrity, and mission-critical support for supplemental appropriation programs.

Central to these efforts is the need for a contractor capable of managing broad program integration across multiple offices while supporting large-scale system modernizations. This includes enabling inter-agency collaboration through training and communications resources that ensure successful adoption by field personnel. Contractors are expected to demonstrate their ability to scale quickly by deploying qualified specialists with necessary security clearances across key geographies within 30 days of contract award.

The solicitation will focus on securing a Blanket Purchase Agreement (BPA) that encompasses enterprise integration, modernization efforts, and program support services.
