Description

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is conducting market research for a contract aimed at enhancing the Coast Guard's health care services through improved electronic health record (EHR) systems. The Coast Guard Health Services Program plays a crucial role in supporting national security by providing essential health care services to its members, who operate in various maritime environments. This initiative is part of a broader strategy to align with the National Security Strategy and ensure that Coast Guard personnel are well-equipped to support economic, social, and military security objectives.

The contract focuses on delivering comprehensive training support services for the Electronic Health Record Eco-systems used by the Coast Guard. The primary goal is to facilitate the adoption and effective use of MHS GENESIS, an integrated inpatient/outpatient EHR solution developed under the Department of Defense's Healthcare Management System Modernization program. This system is designed to standardize and enhance healthcare records management across various military and veteran agencies. The contractor will provide vital services such as clinical workflow adoption, user engagement strategies, curriculum development, knowledge management, stakeholder engagement, resource allocation, and virtual learning support.

To achieve these objectives, the contractor will work closely with all levels of users within the Coast Guard enterprise from new end-users to peer experts and super users ensuring they have a thorough understanding of position-specific workflows associated with MHS GENESIS. This includes delivering sustainment training through various methods such as classroom instruction, over-the-shoulder training sessions, and practical testing. Additionally, there will be a focus on setting up training classrooms and managing them effectively while conducting regular surveys and providing monthly performance reports.

The performance period for this contract includes a six-month base period followed by two optional three-month extensions. Training will primarily occur at U.S. Coast Guard clinics and facilities both within the continental United States and abroad. A dedicated EHR trainer will also be stationed at specific training centers like CG TRACEN Petaluma to provide consistent onsite technical assistance three days per week without incurring travel costs. This strategic approach aims to ensure that all Coast Guard personnel can efficiently utilize EHR systems to improve operational readiness across their healthcare operations.
