DHS - USCG Business Ops Support - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to identify capabilities related to supporting the United States Coast Guard (USCG) Financial Service Center in Chesapeake, Virginia. The USCG requires contractor support for its Financial Systems Modernization Solution (FSMS), which is based on Oracle's E-Business Suite. The overarching goal is to sustain, enhance, and optimize accounting and business functions at the Financial Service Center, ensuring audit readiness and operational efficiency.

The scope of work involves providing comprehensive program management, technical, operational, and helpdesk support services. Contractors are expected to assist with day-to-day accounting functions, system maintenance, and data management within the Oracle EBS environment. This includes establishing a multi-tiered helpdesk for FSMS users and directly supporting the DHS Joint Program Management Office (JPMO). The objective is to ensure that USCG's financial operations are efficient and effective while meeting federal financial accounting standards.

Key tasks include program management support for FSMS sustainment activities such as program coordination, system requirements development, test and evaluation support, sustainment planning, risk management analysis, and change management planning. Contractors will also be responsible for facilitating interoperability between FSMS and over 30 internal and external systems by managing connectivity issues and ensuring data security compliance.

Additionally, the contractor will establish a comprehensive helpdesk focused on resolving issues within the Oracle EBS environment. This includes serving as a central point of contact for system issues such as funds check errors and transaction processing problems. The aim is to provide seamless support that enhances user experience while maintaining system availability through performance monitoring and incident response.
