DHS USCG - Business Consultant Support Services - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to gather insights on capabilities related to providing business consultant support services for the United States Coast Guard Personnel Service Center (CG-PSC). This initiative aims to optimize Coast Guard operations by transitioning from a reactive to a proactive strategy, emphasizing innovation and advanced digital capabilities. The goal is to enhance mission results through strategic planning, technology integration, and improved decision-making processes.

The scope of work for this contract encompasses a wide array of activities designed to facilitate organizational objectives within the Business Operations Division and its associated business lines. These activities include change management, strategic communications, strategic planning, business transformation, initiative management, governance support, software maintenance, and analytical services. Additionally, the contractor may be required to support database improvements and data migration efforts as part of these tasks. The overarching aim is to ensure timely and cost-effective delivery by replacing inefficient processes with disciplined requirements procedures.

To achieve these objectives, the contractor will engage in specific tasks such as change management and communications. This involves selecting appropriate change-management strategies and communication methods that promote timely adoption of new policies and systems. The contractor will also utilize USCG-approved project-definition tools to define scope, objectives, deliverables, and success criteria for each initiative. Furthermore, they will develop integrated master schedules (IMS) that map task sequencing and priorities while maintaining these schedules to guide geographically dispersed teams effectively.

Compliance with applicable documents such as OMB policies on information technology management is essential for this contract's execution. Documents include the Paperwork Reduction Act (PRA), Clinger-Cohen Act, Privacy Act of 1974, among others. Performance evaluation will be conducted according to standards set forth in the Performance Requirements Summary (PRS) by the Contracting Officer's Representative (COR). This summary plays an integral role in inspecting services provided under this contract.
