Description

The Department of Homeland Security (DHS), in collaboration with the U.S. General Services Administration (GSA), is conducting market research to support its Technology Transfer and Commercialization Program (T2C). This initiative is part of the DHS Science and Technology Directorate's efforts to ensure that federally funded research investments are effectively transferred into practical applications that benefit the DHS, its components, the Homeland Security Enterprise (HSE), and the public at large. The T2C serves as the designated Office of Research and Technology Applications (ORTA) under the Stevenson-Wydler Act of 1980, managing a diverse portfolio of technologies with a focus on commercialization.


The work being requested involves specialized support from firms with expertise in analyzing homeland security-related technologies that have been federally funded. The goal is to identify technologies with strong potential for commercialization through a start-up model. This includes selecting suitable technologies for "spinning out" into start-up companies capable of attracting additional investment from venture capitalists or angel investors, thereby building sustainable businesses around these federal innovations. The effort also aims to foster an entrepreneurial mindset within the research workforce by developing an entrepreneur/innovator curriculum tailored for inventors, laboratories, and partners.


Through this solicitation, DHS seeks to enhance its Commercialization Accelerator Program (CAP), which plays a crucial role in transitioning mission-relevant technologies into broader use by end-users.
