The Digital Services Team (DST) was established in 2018 as part of TSA's commitment to accelerating digital transformation. The DST's objective is to create a Digital Service Center that can deliver applications rapidly through cloud technology. In line with this goal, TSA adopted a "Cloud First, SaaS First" strategic direction for IT investments, selecting Salesforce Government Cloud as its initial SaaS platform.

The Statement of Work outlines several benefits associated with employing SaaS cloud capabilities. These include reduced time-to-benefit due to pre-installed software requiring minimal configuration, cost savings from eliminating upfront purchase and maintenance costs, and enhanced scalability and integration options inherent in cloud environments. Additionally, SaaS models shift maintenance responsibilities from customer IT departments to vendors, ensuring that updates and new releases are managed efficiently by service providers.

To meet these objectives, vendors must supply licenses that operate in a FedRAMP HIGH approved environment while providing comprehensive support and architecture services. Key technical requirements include omni-channel support capabilities, mobile compatibility without additional customization needs, ease of configuration through low-code options, seamless integration via APIs, and compliance with federal security standards. Moreover, access to OEM support services is vital for maintaining operational integrity on TSPS platforms by ensuring quick resolution of technical issues through expert assistance.
