DHS - Real Property Support Services - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support its Office of the Chief Readiness Support Officer (OCRSO). This initiative aligns with directives from a Presidential Memorandum signed on January 20, 2025, which mandates the return of executive branch employees to in-person work. Complementary guidance from the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) emphasizes maximizing existing federally-owned or leased spaces. Additionally, legislation known as the Federal Use it or Lose it Act requires detailed data collection and reporting on space utilization and occupancy for federal office spaces.

The DHS OCRSO manages a significant portfolio valued at $30 billion, comprising over 100 million square feet across approximately 13,000 buildings. The responsibility includes oversight of both owned and leased assets, ensuring that these facilities are fully utilized and compliant with new legislative mandates. The OCRSO's Real Property Office plays a crucial role in developing departmental strategies for property management, including acquisition, maintenance, and disposal activities. This effort is part of a broader strategy to enhance operational efficiency across DHS facilities by optimizing space usage in accordance with federal requirements.

The contract seeks a highly qualified contractor to perform comprehensive facility assessments at DHS-owned, operated, and leased locations. The scope includes providing program management support as well as engineering and environmental expertise necessary for adhering to Presidential mandates aimed at increasing efficiency while reducing costs. These assessments will be pivotal in facilitating DHS Component consolidation efforts by identifying opportunities for co-location within existing real property assets.

In addition to technical assessments, the contractor will aid in strategic planning initiatives designed to integrate mission support activities within real property facilities across DHS components. This integration aims to streamline operations while ensuring compliance with evolving policies and regulations governing federal real estate management. The work may require periodic travel to various DHS field offices but can primarily be performed remotely during standard business hours across multiple U.S. time zones.
