Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support its Office of the Chief Readiness Support Officer (OCRSO). This initiative aligns with directives from a Presidential Memorandum signed on January 20, 2025, which mandates the return of executive branch employees to in-person work. Complementary guidance from the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) emphasizes maximizing existing federally-owned or leased spaces. Additionally, legislation known as the Federal Use it or Lose it Act requires detailed data collection and reporting on space utilization and occupancy for federal office spaces.


The DHS OCRSO manages a significant portfolio valued at $30 billion, comprising over 100 million square feet across approximately 13,000 buildings. The responsibility includes oversight of both owned and leased assets, ensuring that these facilities are fully utilized and compliant with new legislative mandates. The OCRSO's Real Property Office plays a crucial role in developing departmental strategies for property management, including acquisition, maintenance, and disposal activities.
