DHS/OCFO - Financial Management & Operations (FMO) Support Services

The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) intends to establish a multiple-award Blanket Purchase Agreement (BPA) for Financial Management & Operations (FMO) support services for the Department of Homeland Security (DHS) Office of the Chief Financial Officer (OCFO) under General Services Administration (GSA) Multiple Award Schedule (MAS) SINs 541211 Auditing Services, 541611 Management & Financial Consulting, Acquisition and Grants Management Support and Business Program and Project Management Services, AND 541219 Budget and Financial Management Services. The purpose of the RFI is to solicit information from industry that can provide Financial Management & Operations (FMO) support services for DHS/OCFO. Interested parties should respond to this RFI by addressing one or more of the requirements notated in the Description section. Interested vendors must submit sufficient documentation, in accordance with current industry best practices and standards, demonstrating the ability to meet the minimum requirements. The Government will only consider responses from industry partners which intend to do the work as a Prime contractor. However, the Government fully endorses and encourages strategic teaming partners that have specialized expertise or provide services in line with the scope listed above. The Government expects to evaluate future bidders on the extent with which they include teaming partners. Current work for this requirement is being completed under the following five (5) Multi-Award BPAs: 70RDAD19A00000005 (Cotton & Company), 70RDAD19A00000006 (Deloitte & Touche, LLP), 70RDAD19A00000007 (Ernst & Young LLP), 70RDAD19A00000008 (Grant Thornton LLP) and 70RDAD19A00000009 (Kearney & Company PC).
