DHS Network Operations Security Center (NOSC) Network, Cloud, and Cyber Services (NCCS) 2.0   2

Background
The Department of Homeland Security (DHS) is seeking to procure a comprehensive range of cybersecurity, network operations, management, and professional support services through the Network Cyber and Cloud Support (NCCS) Services 2.0 contract. This initiative aims to enhance the capabilities of the DHS Headquarters Office of the Chief Information Officer (OCIO) and select DHS Components by providing robust monitoring, analysis, incident management, and coordination functions that support the broader DHS information enterprise.

Work Details
The contractor will be responsible for:
1. **Contract Management**: Overseeing all services and operations management functions, including program management oversight and reporting.

2. **Capability Delivery and Improvement**: Supporting the design and continuous improvement of a Program Management Office (PMO) to optimize IT service management and cybersecurity capabilities.

3. **Cybersecurity Services**: Providing monitoring and analysis support, incident handling, asset visibility, email security, cyber threat intelligence support, intrusion defense, threat hunting, cyber forensics, malware analysis, and penetration testing.

4. **Network Infrastructure Monitoring**: Proactive/reactive monitoring of network infrastructure across various classification levels including Sensitive but Unclassified (SBU), Controlled Unclassified Information (CUI), Secret, Top Secret, Sensitive Compartmented Information (SCI), and Special Access Programs (SAP).

5. **Cloud Services Monitoring**: Monitoring tenant cloud platforms and applications.

6. **Business Continuity Planning**: Developing plans to ensure operational continuity during unplanned events.

7. **Knowledge Management**: Maintaining a repository for policies, procedures, operational reports, and other documentation relevant to cybersecurity and network operations.

8. **Service Catalog Management**: Developing an IT Service Catalog listing all services provided by the Network Operations Security Center (NOSC).

9. **Communications Support**: Creating a Communications Plan to improve operational outcomes and maintain stakeholder engagement.

Place of Performance
The work will primarily take place at DHS facilities as well as potentially remote locations depending on task requirements.
