Background
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the DHS Office of the Chief Information Officer, is seeking to procure Network, Cloud, and Cybersecurity Services (NCCS) 2.0. This contract aims to evolve the DHS Network Operations and Security Center (NOSC) into a best-in-class service entity that meets various cybersecurity standards and serves as the central hub for IT Service Management across multiple platforms and systems within DHS.

Work Details
The contractor will provide a comprehensive range of cybersecurity, network operations, management, and professional support services. Key tasks include:
1. Contract Management: Overseeing all services and operations management functions, ensuring effective program management oversight, cost management, and service delivery.

2. Capability Delivery and Improvement: Supporting the design and continuous improvement of a Program Management Office (PMO) to enhance IT service management capabilities.

3. Knowledge Management: Maintaining a repository for cybersecurity and network operations documentation.

4. Policy Support: Assisting in the development and implementation of DHS policies related to information technology security.

5. Service Catalog Management: Developing and managing an IT Service Catalog listing services provided by the NOSC.

6. Communications Support: Creating a Communications Plan to improve operational outcomes.

7. Continuous Service Improvement Program: Implementing performance measurement processes to track operational efficiency.

8. Cybersecurity Services Provider Program: Ensuring compliance with cybersecurity standards and maintaining accreditation as a Center of Excellence.

The contract will be performed over an indefinite period with specific task orders defining individual performance timelines.

Bidder Requirements
Bidders must possess an active Top Secret facility clearance granted by the Defense Counterintelligence and Security Agency (DCSA) at the time of proposal submission. Personnel must have or be able to obtain necessary security clearances up to TS/SCI level. Contractors must also ensure that all personnel meet background investigation requirements as specified by DHS policies.

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the DHS Office of the Chief Information Officer, intends to issue a solicitation to obtain Network, Cloud, and Cybersecurity Services (NCCS) 2.0. Attached is a final draft solicitation for the requirement for your review. The resultant contract will be a DHS Department Wide Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

The notional timeline of key events is as follows:

  • Questions due on final draft solicitation: 9/22/2026
  • Final solicitation release: 10/1/2026
  • Proposal due date Phase 1: 10/6/2026
  • Government notification to proceed to Phase 2: 10/9/2026
  • Proposal due date Phase 2: 10/21/2026
  • Anticipated Award: Late November 2026
