Description

The United States Secret Service (USSS), under the Department of Homeland Security (DHS), is seeking to enhance its recruitment efforts through a comprehensive National Recruitment Advertising Campaign (NRAC). To achieve this, the General Services Administration (GSA) is conducting market research on behalf of DHS, aiming to identify potential contractors who can effectively manage and execute this campaign. The overarching goal is to bolster the USSS's recruiting initiatives by leveraging various media platforms and innovative advertising strategies.

The contract work involves a wide array of tasks focused on planning, designing, producing, executing, evaluating, and measuring the effectiveness of advertising campaigns aimed at supporting USSS's national, regional, and local recruitment efforts. The contractor will be expected to collaborate closely with the USSS Office of Human Resources' Recruitment Division (RECDIV) and utilize all available media formats. These formats include television, radio, print media such as magazines and newspapers, digital platforms like social media and internet venues, as well as outdoor promotional materials.

Specific tasks outlined in the Performance Work Statement emphasize the need for an expert program manager who can ensure customer satisfaction while maintaining high-quality service standards. The contractor will focus on targeted advertising that promotes the USSS brand across diverse regions using various channels such as public outlets for sponsorships and print publications. Additionally, engaging with academic institutions like colleges and universities is a vital aspect of this initiative. The contractor must also harness social media platforms like YouTube, LinkedIn, and Twitter to reach potential recruits effectively.

Overall, this non-personal services contract seeks a contractor capable of providing comprehensive support in terms of personnel management, equipment provision, material supply, and overall supervision necessary for executing an effective recruitment advertising campaign for the USSS. By doing so successfully, it will help ensure that the Secret Service attracts qualified candidates who are essential for fulfilling its critical mission objectives.
