DHS Modular Firing Ranges

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be attached to this notice.
(ii) The solicitaion reference number is HSHQDC-17-R-00052. This requirement is issued as a Request for Proposal.
(iii) This RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95.
(iv) This is an unrestricted full and open combined synopsis/solicitation with the associated NACIS Code 332999 with a Small Business Size Standard of 750 employees.
(v) The Contract Line Item Numbers, Items, Quantities, and Units of Measure are: See Attachment (RFP HSHQDC-17-R-00052). The anticipated date for contract award is on or about November 17, 2017.
(vi) The Contractor shall provide Modular Firing Ranges (MFR) and associated Operations and Maintenance services in accordance with Attachment (RFP HSHQDC-17-R-00052 Section II).
(vii) Period of Performance: Base Year 11/17/2017 to 11/16/2018 and Option Year Period One through Four from 11/17/2018 to 11/16/2022.
(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See Attachment (RFP HSHQDC-17-R-00052 Section IX).
(ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. See Attachment (RFP HSHQDC-17-R-00052 Section X).
(x) Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with this offer. See Attachment (RFP HSHQDC-17-R-00052 Section VIII).
(xi) The clause at 52.212-4, Contract Terms and Conditions -- Commerical Items, applies to this acquisition. See Attachment (RFP HSHQDC-17-R-00052 Section VIII).
(xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. See Attachment (RFP HSHQDC-17-R-00052 Section VIII).
(xiii) A Pre-proposal conference will be held on Fridayy, October 20, 2017 at 1:00pm. See attachment (RFP HSHQDC-17-R-00052 Section IX 1.1).
(xiv) The Defense Priorities and Allocations (DPAS) and assigned ratings is not applicable for this acquisition.
(xv) Any request for additional information or explanations concerning this document must be received no later than 1:00pm Eastern Time (ET) on Friday, October 13, 2017. Proposals are due no later than Friday, November 3, 2017 at 1:00pm ET and must be submitted electronically (via email) to the individuals noted in Section IX.
