Description

Pursuant to the requirements under the authority of the simplified acquisition procedures for commercial items at 41 U.S.C. 1901, or the special emergency authority at 41 U.S.C. 1903, as implemented by Federal Acquisition Regulation (FAR) Subpart 13.501 and consistent with the content requirements of FAR 6.303-2, U.S. Customs and Border Protection (CBP) has modified seven existing DHS Medical Supplies Blanket Purchase Agreements (BPAs) in support of an urgent need as described in the attached sole source justification.

The Department of Homeland Security (DHS) and its organizational components require a wide variety of medical supplies for federal personnel who perform emergency medical services and personal protective equipment (PPE) for its operational and pandemic mission-critical needs. DHS currently has seven Blanket Purchase Agreements DHS (BPAs) with the following contractors (current modification number listed after the BPA number):
HSBP1015A00032, Mod. P00016: NAR Medical Depot, LLC
HSBP1015A00034, Mod. P00015: Bound Tree Medical LLC
HSBP1015A00035, Mod. P00014: Atlantic Diving Supply Inc. dba ADS
HSBP1015A00040, Mod. P00014: The Janz Corp.
HSBP1015A00041, Mod. P00014: Altitude Technologies Inc. dba Chinook Medical Gear
HSBP1015A00042, Mod. P00015: Tri-Tech Forensics Inc. dba Rescue Essentials
HSBP1015A00043, Mod. P00015: Tactical Medical Solutions Inc.

These BPAs, which were scheduled to expire August 29, 2023, have been modified to extend the BPAs through Setember 11, 2023. The purpose of these extensions is to allow continued use of the BPAs to fulfill mission-critical requirements while the agency conducts a competitive acquisition for new medical supplies contract vehicles. A copy of the sole source justification is attached. (Please note that while the attached copy of the justification is redacted, the justification has been fully signed.)

Background
The U.S. Customs and Border Protection (CBP) has modified seven existing DHS Medical Supplies Blanket Purchase Agreements (BPAs) in support of an urgent need. The purpose of these modifications is to allow continued use of the BPAs to fulfill mission-critical requirements while the agency conducts a competitive acquisition for new medical supplies contract vehicles. The modifications extend the BPAs through September 11, 2023.

Work Details

The DHS currently has seven Blanket Purchase Agreements with various contractors, including NAR Medical Depot, LLC; Bound Tree Medical LLC; Atlantic Diving Supply Inc. dba ADS; The Janz Corp; Altitude Technologies Inc. dba Chinook Medical Gear; Tri-Tech Forensics Inc. dba Rescue Essentials; and Tactical Medical Solutions Inc. These BPAs are used to acquire critical medical supplies used by DHS personnel to render first aid, address other medical necessities, and administer surgeries to individuals in DHS custody.

Period of Performance
The period of performance for the modifications is from August 30, 2023, through September 11, 2023.

Place of Performance
The medical supplies will be delivered to various locations including Greer, SC; Dublin, OH; Virginia Beach, VA; Columbus, OH; Durango, CO; Leland, NC; and Anderson, SC.
