The U.S. Coast Guard (USCG) is seeking resellers to provide licensing for Low Code Application Platform (LCAP) solutions through a Blanket Purchase Agreement (BPA). The USCG has multiple mission critical systems that are reaching end of life support and they have determined that utilizing an LCAP solution would be beneficial. The specific systems to be replaced have not been identified yet, but the BPA is being created to streamline the procurement process as applications are identified for modernization. The period of performance for the BPA is five years, with a base period of one year and four one-year options. The LCAP solutions must have capabilities such as process and workflow management tools, document automation, data validation, case management services, and security compliance.

The resellers will be responsible for providing licensing for LCAP solutions that meet the functional and security requirements of the USCG. The LCAP solutions should support the USCG's Continuous Integration/Continuous Deployment (CI/CD) DevSecOps Information Technology systems development model and provide options for low code application development. The resellers will not be responsible for development services. The LCAP solutions should have capabilities such as process and workflow management tools, document automation, creation and configuration of workflows, data validation, case management in queues, assignment and escalation rules, exception processes, machine work through AI, configurable user roles with multi-factor authentication, and a dedicated document library.

The period of performance for the BPA is five years, with a base period of one year and four one-year options. The BPA will start on December 1, 2022, and end on November 30, 2027 if all options are exercised. The place of performance is not specified in the summary. The resellers will be required to submit proper invoices associated with this award through the Invoice Processing Platform (IPP) provided by the U.S. Department of the Treasury's Bureau of the Fiscal Service. The resellers will also need to ensure compliance with Section 508 of the Rehabilitation Act, which requires that Federal agencies develop, procure, maintain, or use information and communications technology (ICT) that is accessible to people with disabilities.
