Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to enhance the Homeland Security Information Network (HSIN). HSIN, managed by DHS's Office of the Chief Information Officer, is a web-based platform designed for secure information sharing and collaboration among various federal, state, local, tribal, territorial, international, and private sector partners. The platform focuses on sharing Sensitive But Unclassified data to aid in preventing and responding to threats and incidents under DHS authority. Established by the Homeland Security Act of 2002, HSIN aims to provide a trusted environment for collaboration across homeland security missions.

The contract's mission is to strengthen HSIN by delivering expert services in stakeholder engagement, product management, and business analysis. This involves working closely with DHS and its partners to ensure efficient sharing of Controlled Unclassified Information (CUI) that supports prevention, protection, response, and recovery efforts within the homeland security framework. The initiative will focus on improving user experience through relationship building with stakeholders, gathering user requirements for process enhancements, developing training programs, and advancing governance policies.

Specific objectives include promoting awareness and adoption of HSIN products and services while supporting product lifecycle management. By continuously improving the HSIN platform through these methods, DHS aims to maintain it as a vital information-sharing hub that is both interoperable and user-focused. This effort will ensure that homeland security professionals have quick access to critical information necessary for their work.
