DHS - FY26 DHS USCG - Logistics Support - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is seeking to conduct market research for logistics support services. This initiative is being managed by the Surface Forces Logistics Center (SFLC) under its Ice Breaker, Buoy, and Construction Tender Product Line (IBCTPL) Engineering Branch. The primary goal of this contract is to enhance the readiness and operational efficiency of IBCTPL assets by acquiring comprehensive logistics support services. These services are crucial for maintaining the engineering and logistical management of all assigned assets within SFLC's purview.

The contract's scope encompasses a range of logistics support activities. This includes Maintenance Development, Maintenance Analysis, System Engineering Lifecycle (SELC) Engineering Change Development, Administrative Support, Configuration Data Management, Provisioning, Supply and Discrepancy Support. The contractor will be tasked with providing these services in alignment with the Statement of Work (SOW). In particular, the Government anticipates requiring approximately 17 full-time equivalent positions annually to fulfill these roles effectively. Each full-time equivalent is expected to work around 1920 hours over the year.

To ensure successful execution of this contract, several general requirements have been outlined. The contractor must provide non-personal services without direct supervision from government personnel. This means that while contractors will perform necessary tasks independently, they must do so without creating a perception of personal service relationships with government employees. Additionally, effective business relations are essential; contractors are expected to integrate and coordinate all activities required for fulfilling contract obligations efficiently and ethically.

Furthermore, robust contract administration and management practices are mandatory for this effort. Contractors must establish clear organizational lines to manage timeliness and quality effectively while ensuring customer satisfaction through professional conduct. They should also be prepared to offer corrective action plans when necessary and manage subcontractors effectively if applicable. Overall, this solicitation aims to secure a capable contractor who can deliver high-quality logistics support services essential for maintaining IBCTPL asset readiness as per DHS objectives.
