DHS - FLETC Portable Fire Extinguisher Services - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to identify capable contractors for the inspection, testing, and maintenance of portable fire extinguishers. The goal is to ensure compliance with safety regulations and maintain a safe working environment at the Federal Law Enforcement Training Centers (FLETC) in Glynco, Georgia. This initiative aims to align with federal, state, and local regulations by adhering to standards set forth by the National Fire Protection Association (NFPA) and Occupational Safety and Health Administration (OSHA).

The scope of work involves comprehensive inspection, testing, and maintenance services for 142 portable fire extinguishers of various types. The contractor will be responsible for providing all necessary personnel, equipment, tools, materials, transportation, supervision, and other non-personal services required for this task. The work must be conducted in accordance with NFPA 10 standards every six years or as needed for five-year hydrostatic tests. The inventory includes 134 ABC Model B456 extinguishers weighing 10 lbs each, 3 BC Model B386T Halotron extinguishers weighing 5 lbs each, and 5 K Model C-260 extinguishers holding 6 liters each.

Contractors are expected to coordinate closely with the Program Manager at FLETC to schedule services throughout a twelve-month period while excluding weekends and holidays. Upon notification from the government regarding the number of extinguishers ready for service typically when ten or more have accumulated the contractor will have one week to pick them up from FLETC Glynco and two weeks to return them after servicing. Detailed tasks include thorough examination according to NFPA guidelines; verification of service collars; corrective actions on identified deficiencies; and repair or replacement of parts as necessary.
