The United States Virgin Islands (USVI) is seeking support from contractors to assist with the recovery efforts from Hurricanes Irma and Maria. The government of the USVI has identified priority areas including technical design and review support, construction monitoring, and project tracking. The contractor will be responsible for providing on-the-ground federal contract support to perform first-line review of project designs, develop scopes of work, and draft requirements for Request for Proposals (RFPs). They will also provide construction management support, including regular site monitoring and reporting. Additionally, the contractor will develop a project tracking database accessible to all relevant USVI government offices to track construction projects and monitor progress against milestones.

The period of performance for this contract is one year from the date of award. The work will primarily be completed on St. Croix, St. Thomas, and St. John within federal and territorial office space, with regular site visits required. Occasional inter-island travel and travel to Washington, DC may also be required.

Contractor personnel must have the requisite professional skillsets and/or certifications to support the tasks outlined in the contract. They must also undergo background investigations commensurate with the level of risk associated with their job function or work being performed.

Overall deliverables include a written project plan and schedule, bi-weekly progress reports, mid-progress overall progress report, and a close-out report. Task-specific deliverables include project design review reports, scopes of work drafts, requirements for RFPs, construction management reports, site monitoring reports, and a user-friendly project tracking database.

Access to Personally Identifiable Information (PII) will be provided to the contractor as necessary for task completion. Contractors must comply with privacy requirements and return or destroy PII when no longer needed.

The contract also includes requirements for security awareness training, unauthorized disclosure training, insider threat training, and compliance with facility access protocols.

The Section 508 standards for accessibility may apply to the ICT items and software being developed or procured under this contract. Contractors must ensure that electronic content and software meet the applicable WCAG 2.0 success criteria and software standards.
