Background
The Federal Emergency Management Agency (FEMA) is issuing this Request for Proposal (RFP) to acquire construction services for the repair of eligible dwellings impacted by a severe storm on the Apsáalooke Nation (Crow) reservation in Montana. This initiative supports the Presidentially declared disaster relief mission DR-4847-CTM, aiming to restore homes to a habitable condition in compliance with applicable Federal, State, and Local codes, ensuring safety, sanitation, and functionality.

Work Details
The contractor will provide comprehensive construction services including supervision, materials, labor, permits, licenses, plans and specifications, record drawings, equipment, and construction cost estimates. The work scope includes general construction tasks such as demolition and repairs of residential structures that have suffered damage to roof, wall, and floor systems. Specific tasks include obtaining necessary performance and payment bonds; complying with the Apsáalooke Nation’s Tribal Employment Rights Ordinance; demolishing and transporting debris; preparing sites for new structures; installing septic systems; ensuring compliance with Americans with Disabilities Act (ADA) requirements; and providing all necessary construction services to ensure homes are safe and functional. The initial estimate includes up to 25 house repair projects.

Period of Performance
The contract period of performance is from November 30, 2025 through May 15, 2026. The contractor must begin work within two calendar days of receiving the notice to proceed and complete it within 240 calendar days.

Place of Performance
All construction projects will be performed within the Apsáalooke Nation (Crow) reservation in Montana.
