DHS FEMA - National Implementation Management System - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to support the Federal Emergency Management Agency (FEMA) in enhancing its National Incident Management System (NIMS). The primary aim of this initiative is to ensure a cohesive and effective approach to managing disasters and emergencies, irrespective of their nature or scale. NIMS serves as a standardized framework that enables various levels of government and organizations to work collaboratively towards achieving national resilience and security.

The requested work focuses on the implementation, resource typing, and development of FEMA's National Qualification System (NQS), along with providing administrative support. Resource management preparedness is a critical component, involving the identification, categorization, qualification, certification, and credentialing of resources. These efforts are intended to streamline mutual aid agreements across departments and jurisdictions for rapid deployment during emergencies. By defining incident resources by capability through resource typing definitions, communities can effectively plan for and request necessary resources with confidence in their capabilities.

The solicitation seeks expertise in data analysis services specifically geared towards evaluating disaster risk and preparedness. Respondents are expected to demonstrate their ability to integrate multiple data sources such as geospatial, demographic, disaster impact data and leverage advanced analytics technologies like predictive modeling and machine learning. The objective is not only to enhance FEMA's operational capabilities but also to refine the Performance Work Statement (PWS) by making deliverables clear and measurable.

Additionally, feedback is solicited on contract types that would best suit this endeavor be it Firm Fixed Price, Time and Materials, Labor Hours, or a Hybrid model along with suggestions for structuring deliverables for project success. This market research effort aims at gathering insights into how FEMA can better define its objectives for precise vendor proposals while optimizing solutions tailored to its needs.
