DHS FEMA - DMESIS - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the Federal Emergency Management Agency's (FEMA) Enterprise Data and Analytics Modernization Initiative. This initiative aims to enhance FEMA's data analytics capabilities by replacing its outdated Enterprise Data Warehouse with a modern, cloud-based solution known as the FEMA Data Exchange system. The current data warehouse system, designed before Hurricane Katrina, is limited in scope and functionality, relying on antiquated technology that hampers speed, quality, and accuracy in data reporting and analysis. These limitations hinder FEMA's ability to effectively deliver crucial information to stakeholders during disaster response efforts.

The new FEMA Data Exchange system will serve as a unified platform that ingests data from all agency systems and several external sources. This modernized solution will be capable of automatically pulling data on a predetermined schedule while allowing users to request additional data retrievals or upload their datasets as needed. The integration process includes both automated and manual checks for data quality and completeness, ensuring secure access through encryption and segmentation protocols. By enabling rapid scalability for enterprise-level data analysis, exchange, and reporting, this initiative will significantly improve FEMA's operational efficiency in responding to disasters.

As part of this modernization effort, DHS is seeking expertise in various technical domains such as Python, Spark or SQL Scala programming; Agile project management; machine learning model development; Databricks; and the Microsoft Azure cloud environment. Additionally, prior experience with DHS or FEMA IT modernization projects is highly valued. The goal is to ensure a seamless transition from the legacy system to the new platform without disrupting daily operations while enhancing security protocols for sensitive data protection during integration.

This initiative represents a comprehensive change management effort focused on user-centric design using Agile methodology. By addressing existing gaps in people, processes, and technology within FEMA's analytics framework, the Enterprise Data and Analytics Modernization Initiative aims to provide scalable solutions that support informed decision-making before, during, and after disasters ultimately strengthening FEMA's mission-critical operations.
