DHS - Enterprise Supply Chain Management Solution - MRAS

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is conducting market research to explore potential solutions for enhancing its supply chain management capabilities within the USCIS Document Management Division (DMD). The overarching goal is to identify a scalable, modern, commercial off-the-shelf (COTS) solution that can efficiently manage a high-volume inventory operation. This initiative supports approximately 1,800 users across the agency and involves managing over 102.5 million stock units across multiple warehouse locations worldwide.

The scope of work entails sourcing a comprehensive enterprise supply chain management solution that provides real-time visibility and accountability for inventory operations. The desired system must be capable of supporting enterprise-wide user access, ensuring high-volume stock accountability, and facilitating efficient order fulfillment with detailed reporting capabilities. Key functionalities include end-to-end order visibility, Wi-Fi mobile scanning capability, passive RFID tracking for inventory management, AI-based system searches, and seamless integration with legacy systems.

To meet the stringent security and accessibility requirements of DHS and USCIS, the proposed solution must comply with FedRAMP Authorization standards and adhere to NIST SP 800-53 guidelines. Additionally, it should support Section 508 accessibility standards and align with existing IT security policies. The system should be accessible via standard web browsers without requiring specialized software installation while providing standardized training materials for users.

The performance requirements emphasize real-time inventory analysis and reporting capabilities that enhance operational efficiency across geographically dispersed warehouses. Vendors are expected to demonstrate their experience in providing similar high-volume supply chain systems by detailing their product's technical specifications, security features, integration options, mobile scanning capabilities, AI analytics features, and customer support offerings. Responses should also include customer references from similar multi-site implementations to demonstrate reliability and effectiveness in comparable environments.
