DHS - Engineering Support Services - Market Research

The US Coast Guard (USCG) is seeking engineering support services for the Short Range Recovery (SRR), Medium Recovery Range (MRR), Medium Range Surveillance (MRS), and Long Range Surveillance (LRS) Divisions at the USCG Aviation Logistics Center in Elizabeth City, NC. The purpose of this contract is to provide engineering services, project management, technical expertise, and logistics support for the conversion and sustainment of USCG MH-60T helicopters. The work includes developing and building the MH-65E Low Rate Initial Production aircraft, accomplishing MH-65E Full Rate Production, sustaining MH-65D conversion/production, and implementing aircraft conversion and sustainment upgrades/changes. The contract will require trained and qualified personnel to perform the required engineering support services for the duration of the contract.

The positions required for the SRR division include a Project Manager, Aerospace Engineer, Mechanical Engineer, Avionics/Electrical Systems Engineer, Designer, Aviation Structural Analyst, Avionics/Electrical Systems Engineering Analyst, Avionics/Electrical Integration Analyst, Aviation Mechanical and Structural Analyst, Avionics/Electrical Systems Technical Publications Analyst, Acquisition Logistics Specialist, Aviation Equipment Specialist, Rotary Wing Aircraft Maintenance Engineer, and Maintenance Analyst II.

For the MRR division, the required positions include an Electrical Engineer, EGI Alignment Technician, Avionics/Electrical Systems Engineering Analyst, Electrical Engineering Technician IV, Electrical Engineering Technician IV (ADVMS), Mechanical Engineer Technician (Navy Conversion), Mechanical Engineer Technician, Equipment Specialist, Maintenance Analyst I, Maintenance Analyst II, Senior Maintenance Engineer I, Senior Maintenance Engineer II, Avionics/Electrical Systems Technician, and Avionics/Electrical Systems Engineer.

The MRS division requires a Maintenance Engineer and Junior Maintenance Engineer. The LRS division requires a Maintenance Analyst II and Acquisition Logistics Specialist.

The contract will have a period of performance starting on the effective date of contract award and will be scalable to include additional tasks and services as directed by the government. The contractor will be responsible for personnel management, training, security clearance, minimum experience, relevant experience, and qualifications of the contractor employees. The contractor will also be responsible for providing reports, property management, compliance with regulations, and other contract requirements.
