Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 15, Contracting by Negotiation as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation reference number is 70RDA125R00000002. This requirement is issued as a Request for Proposal (RFP).
(iii) This RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03.
(iv) This acquisition is unrestricted. The associated North American Industry Classification System (NACIS) Code is 424720, and the Small Business Size Standard is 200 employees.
(v) The Contract Line Item Numbers, Items, Quantities, and Units of Measure are: See Attachment (RFP 70RDA125R00000002). The anticipated date for contract award is on or about April 7, 2025.
(vi) The Contractor shall provide DHS Emergency Fuel and Services for the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer (OCRSO) in accordance with Attachment (RFP 70RDA125R00000002 Section II).
(vii) Period of Performance: One 12-month base period and four 12-month option periods.
(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See addendum to this provision as shown Attachment (RFP 70RDA125R00000002 Section IX).
(ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. See Attachment (RFP 70RDA125R00000002 Section X).
(x) FAR 52.212-3 Offeror Representations and Certifications Commercial Products and Commercial Services applies to this acquisition. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov.
(xi) The clause at 52.212-4, Contract Terms and Conditions Commercial Products and Commercial Services, applies to this acquisition. See addendum to this clause on Attachment (RFP 70RDA125R00000002 Section VIII).

Background
The Department of Homeland Security (DHS) has a vital mission to prevent terrorism, enhance security, manage borders, enforce immigration laws, safeguard cyberspace, and strengthen national preparedness.

This contract aims to ensure continuous DHS operations during emergencies by providing necessary fuel and services. The DHS Office of the Chief Readiness Support Officer (OCRSO) requires reliable access to mission-essential commodities during disasters that disrupt normal petroleum supply chains.

Work Details
The contractor shall provide DHS Emergency Fuel and Services under a multiple award hybrid Firm-Fixed Price (FFP), Cost-Reimbursement (CR), Firm-Fixed Price Economic Price Adjustment (FFP EPA) Indefinite-Delivery-Indefinite-Quantity (IDIQ) Contract.
