The United States Coast Guard (USCG) is seeking support services for Human Capital Management (HCM) through the Contractor Human Capital Management Segment Architecture Support Services contract. The purpose of this contract is to provide segment architecture support, governance of change and enhancement requests for the Direct Access Local Change Control Board (LCCB), and upkeep of CG-1B strategic plans. The HCM-SA work includes process mapping, analysis and documentation of human capital business processes, metrics and analytics, and key findings based on analysis efforts. The contractor will also be responsible for managing change and enhancement requests for the Direct Access pay and personnel system, as well as analyzing and maintaining CG-1B strategic plans. The contract has a one-year base period with four one-year option periods.

The primary place of performance for this contract will be at the USCG Headquarters in Washington, DC, with the possibility of offsite work or telework subject to approval. Contractor personnel will generally work between the hours of 0700 and 1700 Eastern Time, Monday through Friday. However, there may be occasions when work outside of normal business hours is required.

The contractor will be responsible for providing qualified personnel with research, analysis, and writing skills to perform the requirements of the contract. Key personnel include a Subject Matter Expert (SME), Technical Editor (TE), and Functional Analyst (FA). These individuals must possess relevant education and experience in fields such as business analysis, human resources management, or similar areas.

Overall, this contract aims to support the USCG in improving their human capital management processes through segment architecture support, change management, and strategic planning. The contractor will play a crucial role in documenting and analyzing business processes, managing change requests for the Direct Access system, and maintaining strategic plans for CG-1B.
