The United States Coast Guard (USCG) is seeking support services for Human Capital Management (HCM) through the Contractor Human Capital Management Segment Architecture Support Services contract. The purpose of this contract is to provide segment architecture, governance of change and enhancement requests, and upkeep of strategic plans for the Assistant Commandant for Human Resources. The work to be acquired includes process mapping, analysis and documentation of human capital business processes, metrics and analytics, and key findings. The timeframe of the acquisition is a one-year base with four one-year option periods. The primary place of performance will be at the USCG Headquarters in Washington, DC, with the possibility of offsite work and telework.

The Contractor shall provide qualified personnel including a Subject Matter Expert (SME), Technical Editor (TE), and Functional Analyst (FA). The SME must have a Bachelor's degree and 4 years of experience in relevant fields such as business analysis or human resources management. The TE must possess superior writing skills and quality assurance expertise. The FA must have research, analysis, and business process modeling skills.

The Contractor shall submit a draft Project Plan within five business days after award and attend a post-award meeting with the Contracting Officer (KO) and Contracting Officer Representative (COR). Monthly progress reports, status meetings, and general reports are required throughout the contract period. Travel may be required for formal and informal reviews, working groups, and meetings to support business process analysis. The Contractor shall comply with all Government facility rules, regulations, and policies regarding security and identification.

Overall, this opportunity provides support services for HCM-SA for the USCG's Assistant Commandant for Human Resources. The Contractor will be responsible for segment architecture support, governance of change requests for Direct Access, and upkeep of strategic plans. The work will be performed primarily at the USCG Headquarters in Washington, DC, with potential offsite work and telework options. The Contractor must provide qualified personnel and adhere to the specified performance requirements and deliverables.
