The United States Coast Guard (USCG) is seeking support services for their Human Capital Management (HCM) segment architecture. The purpose of this contract is to provide segment architecture support, governance of change and enhancement requests for the Direct Access Local Change Control Board (LCCB), and upkeep of CG-1B strategic plans. The HCM-SA work includes process mapping, analysis and documentation of human capital business processes, metrics and analytics, and key findings based on analysis efforts. The contractor will also be responsible for managing change and enhancement requests for the Direct Access pay and personnel system, as well as analyzing CG-1B strategic plans. The period of performance for this contract is one year with four one-year option periods.

The primary place of performance will be at the USCG Headquarters in Washington, DC, with the possibility of offsite work or teleworking subject to approval. Contractor personnel are required to possess research, analysis, and above-average writing skills. Key personnel roles include Subject Matter Expert (SME), Technical Editor (TE), and Functional Analyst (FA). The SME should have a bachelor's degree and at least 4 years of experience in relevant fields such as business analysis or human resources management. The TE should have a bachelor's degree and 4 years of relevant experience in quality assurance. The FA should have an associate's degree and 2 years of relevant experience in conducting business requirements analysis or similar roles.

The contractor will be responsible for developing and maintaining the Military Human Resource Business Process Map (MHR-BPS) Initiative, analyzing change requests for the Direct Access system, and managing CG-1B strategic plans. They will need to provide regular progress reports, attend status meetings with the Contracting Officer Representative (COR), and comply with all Government facility rules and regulations. Deliverables include signed Non-Disclosure Agreements, facility access documentation, computer access requirements, monthly status reports, draft and final project plans, and various MHR-BPS products. Failure to meet schedule or provide acceptable deliverables may result in corrective action or termination of the contract.
