Description

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is undertaking a market research initiative to explore solutions for an advanced Computerized Maintenance Management System (CMMS). This effort is aimed at streamlining maintenance operations and enhancing the operational efficiency of DHS's assets. By centralizing maintenance information, the agency seeks to improve its management information system (MIS) capabilities, ensuring that both domestic and international military personnel can access critical program management data securely and efficiently.

The contract seeks a contractor capable of providing a FedRamp-approved, web-based MIS that will serve as a central hub for accessing program management information, generating management reports, tracking inventory and maintenance activities, and serving as a document repository. The system must be accessible by military personnel both within the continental United States (CONUS) and outside it (OCONUS), offering real-time insights into equipment status, field service representative activities, training schedules, and more. The MIS should feature robust security measures to prevent unauthorized access while being fully operational within 90 days from contract commencement.

A key component of the project involves managing work order submissions through the MIS. Government personnel will use this system to submit work orders for unscheduled or emergency maintenance requests. The MIS will track each work order's progress from submission through completion, storing detailed records as part of its maintenance history. Additionally, it must generate comprehensive reports on open work orders, past-due tasks, scheduled activities for the current month, and recently closed orders.

Furthermore, an integrated equipment database will be essential within the MIS framework. This database will provide real-time updates on equipment status covering all assets in use or stored as spares and include details such as original equipment manufacturer information, serial numbers where applicable, shipping details with tracking info, operational status updates, routine maintenance schedules, full inventory records of government-furnished property (GFP), warranty data when active, estimated life cycles/replacement dates/costs among other critical data points. The contractor is expected to maintain this comprehensive database in alignment with government standards throughout the contract duration.
