These licenses will facilitate access to an online database offering detailed insights into IT products, services, processes, metrics, roles/functions as well as current government trends in areas such as cloud computing and cybersecurity. Additionally, vendors are expected to offer executive-level research services tailored to CTO/CIO challenges within CISA's unique technical environment. This includes regular advisory calls or meetings with senior IT experts and annual workshops aimed at refining technology roadmaps over a three-to-seven-year horizon.

The contract also requires vendors to deliver up to twelve written reports per license holder annually on topics derived from CISA's Strategic Technology Roadmap. Furthermore, contractors must review up to four strategy documents each year related to disruptive technologies and other key areas like network security architecture. The period of performance spans a twelve-month base period with an optional additional twelve months if needed. All work will be performed offsite unless specified otherwise.
