DHS CISA - IT Research and Support Services - MRAS

The Department of Homeland Security (DHS), through its Cybersecurity and Infrastructure Security Agency (CISA), is seeking to enhance its technological capabilities and strategic decision-making processes. To achieve this, the General Services Administration (GSA) is conducting market research to identify potential vendors that can provide comprehensive information technology research and support services. The primary goal of this initiative is to equip CISA leadership with the necessary tools and insights to stay abreast of technological trends, ensuring that they can make informed decisions that align with both current and future operational needs.

The scope of work for this solicitation involves procuring research and analysis licenses focused on information technology, computer software/hardware, and communications resources. These licenses will grant CISA leadership access to a dedicated service delivery team, periodic reviews, workshops, research advisors, events, leadership development insights, best practices data, key metrics information, and comprehensive research reports. The Emergency Communications Division (ECD) within CISA will manage the allocation of these licenses to ensure optimal access to independent research data crucial for guiding operational and programmatic decisions.

Specifically, the contract seeks to provide up to seven annual licenses for executive-level advice on IT-related topics. These licenses will facilitate access to an online database offering detailed insights into IT products, services, processes, metrics, roles/functions as well as current government trends in areas such as cloud computing and cybersecurity. Additionally, vendors are expected to offer executive-level research services tailored to CTO/CIO challenges within CISA's unique technical environment. This includes regular advisory calls or meetings with senior IT experts and annual workshops aimed at refining technology roadmaps over a three-to-seven-year horizon.

The contract also requires vendors to deliver up to twelve written reports per license holder annually on topics derived from CISA's Strategic Technology Roadmap. Furthermore, contractors must review up to four strategy documents each year related to disruptive technologies and other key areas like network security architecture. The period of performance spans a twelve-month base period with an optional additional twelve months if needed. All work will be performed offsite unless specified otherwise.
