DHS CISA - Infrastructure Security Exercise Support Serv - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the Cybersecurity and Infrastructure Security Agency (CISA) in its mission to enhance national security. This initiative focuses on developing and executing a wide range of infrastructure security exercises aimed at improving the readiness and resilience of state, local, tribal, and territorial (SLTT) government agencies, as well as critical infrastructure private sector owners and operators. The overarching goal is to secure critical infrastructures against both physical and cyber threats, ensuring a safer environment for all American citizens.

CISA plays a pivotal role within DHS by advancing risk-reduction strategies that protect the nation's critical infrastructure. The agency's approach involves fostering partnerships across public and private sectors to address vulnerabilities in physical security and cybersecurity frameworks. CISA's vision emphasizes creating a secure and resilient infrastructure landscape by leveraging comprehensive risk assessments, emerging threat intelligence, tools, training, and collaborative efforts with stakeholders at various organizational levels.

The contract seeks full-spectrum exercise support services aligned with the Homeland Security Exercise and Evaluation Program (HSEEP). This includes planning, coordinating, developing, executing exercises that are both discussion-based such as seminars or tabletop exercises and operations-based like drills or full-scale exercises. These activities aim to validate plans against potential threats while emphasizing the interconnectedness of cybersecurity measures with physical security protocols.

In addition to supporting CISA's Infrastructure Security Division in conducting these exercises, contractors are expected to contribute technical assistance for program management. This support extends beyond traditional exercise scenarios to include participation in the National Cyber Exercise Program. By doing so, contractors will help ensure that SLTT entities and private sector partners are better equipped to manage risks associated with natural hazards or malicious attacks on critical infrastructure systems.
