Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research for chiller maintenance and repair services at the Federal Law Enforcement Training Centers (FLETC) located in Glynco, Georgia. This initiative is aimed at ensuring the efficient operation of critical infrastructure that supports federal law enforcement training activities. The overall goal of this contract is to maintain optimal performance and longevity of the chiller systems, which are essential for climate control within the facility.

The contract requires a high level of technical and mechanical support, specifically calling for contractors to have a minimum of two certified centrifugal chiller technicians on staff. These technicians must be equipped with licenses for Trane Tracer TU and Trane Tech View Software, which are necessary for system evaluations. The scope of work includes providing technical support outside regular working hours including weekends, nights, and holidays at an additional cost as outlined in the contractor's proposal.

Under this contract, the contractor will be responsible for delivering comprehensive chiller preventative maintenance and emergency repair services. Preventative maintenance will be conducted annually to prevent premature equipment failures and extend equipment life according to manufacturer guidelines and industry standards. This involves inspecting, testing, calibrating, repairing, and servicing all listed equipment as per Appendix A in the Performance Work Statement (PWS). All necessary personnel, tools, materials, vehicles, and quality control measures must be provided by the contractor to ensure seamless execution.

Quarterly preventative maintenance services are required on all equipment specified in Appendix A. The contractor must furnish all necessary parts and tools to perform these services efficiently while adhering to downtime requirements. Additionally, within the first week of contract effectiveness, a proposed preventative maintenance checklist must be submitted for approval by FLETC's Contracting Officer's Representative (COR). This proactive approach ensures that FLETC's operational capabilities remain uninterrupted throughout the duration of this service agreement.
