The contract seeks services for human decoy role players who will play a crucial part in various training exercises at these academies. At the Field Operations Canine Academy, role players are essential for courses such as Concealed Human/Narcotic Detection, Currency/Firearms Detection, and Pedestrian Processing. The requirement estimates up to 7,197 hours of service annually, with schedules being finalized based on class needs and national security priorities.

Similarly, at the U.S. Border Patrol Canine Academy, human decoy services are required to support a range of courses including Search and Rescue (SAR) and Tracking and Trailing (T&T). The contract anticipates needing role players for approximately 20 days per quarter over a base year with four additional option years. Training primarily occurs at designated facilities but may extend into real-world environments within El Paso, Texas.
