Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to identify qualified vendors capable of executing a comprehensive audio-visual system upgrade at the U.S. Customs and Border Protection (CBP) Advanced Training Center in Harpers Ferry, WV. This initiative aims to enhance the functionality and efficiency of seven classrooms within Potomac Hall by modernizing outdated AV equipment and centralizing control systems. The overarching goal is to ensure that these training facilities maintain optimal performance, thereby supporting DHS's mission to provide state-of-the-art law enforcement training.

The scope of work involves procuring, installing, and programming advanced AV equipment across the specified classrooms. A key component of this project is the integration of independent classroom AV racks into a single centralized system, simplifying operations for end users such as instructors. Additionally, the project requires replacing portable touch interface control displays with wall-mounted touch pads that manage various classroom functions including volume, lighting, and projector controls. The contractor must ensure that all new installations are covered by OEM warranties and are user-friendly with minimal training required.

The contractor will be responsible for conducting a site survey to assess existing conditions before proposing solutions tailored to the facility's needs. The installation process will involve engineering drawings, hardware/software configuration development, and a turnkey solution for system integration. Specific tasks include installing commercial-grade AV displays, removing obsolete components, providing user training along with documentation, and ensuring cleanliness post-completion. The use of Crestron hardware and software is specified to guarantee compatibility with existing systems.

To successfully deliver on this firm fixed-price contract, the selected vendor must have certified Crestron technicians conduct primary installation services ensuring full functionality upon completion. Furthermore, coordination with government project managers is essential for scheduling material shipments and conducting inspections post-installation. This upgrade not only enhances technological capabilities but also aligns with DHS's commitment to providing cutting-edge resources for its personnel at the Advanced Training Center.
