Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research for the Card Upgrade Refresh Equipment (C.U.R.E.) contract. This initiative is managed by the U.S. Citizenship and Immigration Services (USCIS) Office of Intake and Document Production's Document Management Division (DMD). The primary goal of this contract is to ensure the efficient and secure production of USCIS identification cards, which include Permanent Resident Cards (PRC) and Employment Authorization Document (EAD) Cards. These cards are essential as they serve as proof of immigration benefits or status, potentially allowing entry into the United States.

The work requested involves an integrated solution for card personalization systems that must be configurable for various immigration benefits. Key tasks include redesigning secure identification cards with advanced security features such as 100% polycarbonate solid card stock embedded with Radio Frequency Identification (RFID) and metallized optically variable devices. Card design services should allow configurability for existing and future immigration documents. Additionally, high-volume manufacturing capabilities for these redesigned cards are necessary, along with storage solutions for card stock.

Production facilities located in Corbin, Kentucky, and Lee Summit, Missouri, are integral to this operation. These facilities provide redundancy to meet USCIS Continuity of Operations requirements while addressing potential surges in production volume. The systems at these locations require regular maintenance and swift repairs to ensure uninterrupted production of secure identification cards. The contractor will also need to provide a user interface development, system integration with legacy USCIS information systems, system acceptance testing support, user training, and technical support services.

All solutions must comply with DHS Enterprise Architecture policies and standards. This includes ensuring that all developed solutions align with the Homeland Security Enterprise Architecture Technical Reference Model Standards and Products Profile. Data assets developed under this contract must adhere to DHS Data Management Policy MD 103-01 guidelines while being reviewed by the Enterprise Data Management Office for compliance with DHS data standards.
