The U.S. Coast Guard (USCG) is seeking program management and technical support services for its Assistant Commandant for Capabilities (CG-7). The contractor will provide support throughout the requirements generation process, including analysis and documentation. The USCG has eleven core missions that require ongoing analysis to maintain operational capabilities. The contractor will assist in developing capabilities related documents and conducting capability related studies. This includes delivering reports, analyses, assessments, and recommendations to support the development of standardized processes and optimize operational effectiveness. The contract will be in effect for five years, and the place of performance will be at the USCG Headquarters in Washington, DC.

The contractor will be responsible for delivering various requirements generation products, including mission analysis reports, capability analysis study plans, capability analysis reports, non-material change recommendations, mission needs statements, concept of operations, and operational requirements documents. These documents will be used to assess capabilities and make informed decisions regarding Service capabilities and mission demands. The contractor will also provide program management support, including organizing meetings and conferences. Progress reports and periodic progress meetings will be required to track the contractor's performance.

The contractor will be required to comply with various compliance documents related to security and information management. Technical writing standards must also be followed to ensure the quality of deliverables. The contractor's accounting system must be able to substantiate vouchers for labor hour Task Orders. The contractor must also comply with packaging and marking requirements when delivering items under the contract. Inspection and acceptance of work will be conducted in accordance with FAR clauses incorporated into the contract.

The IDIQ contract is available for use by all warranted USCG Contracting Officers from CG-912 who support CG-7 with requirements within the scope of the contract. Bilateral modifications may be made to the contract, but the Contractor has ten business days to respond to any proposed modifications. Inherently governmental functions are not authorized under this contract, and Contractor personnel are not allowed to perform such functions. Travel may be required under the contract, and the Contractor will be reimbursed for travel expenses in accordance with Federal Travel Regulations. The Contractor must obtain approval from the Task Order Contracting Officer before using or employing any current U.S. Government personnel. Key personnel are designated at both the IDIQ contract level and Task Order level, and substitutions or additions to key personnel must be approved by the Task Order Contracting Officer.
