DHS - Capabilities Documents - USCG - Market Research

The U.S. Coast Guard (USCG) is seeking program management and technical support services for its Assistant Commandant for Capabilities (CG-7). The contractor will provide support in all phases of the requirements generation process, including analysis and documentation. The USCG has eleven core missions that require ongoing analysis to maintain operational capabilities and develop strategies for their employment. The contractor will assist in the development of capabilities related documents and conduct capability related studies. This acquisition includes program management and technical support services to assist CG-7 with capabilities related documents and studies.

The timeframe of the acquisition is five years from the date of award, with individual task orders specifying the period of performance. The place of performance will be primarily at the USCG Headquarters in Washington, DC. The contractor will be responsible for delivering various requirements generation products, such as mission analysis reports, capability analysis study plans, capability analysis reports, non-material change recommendations, mission needs statements, concept of operations, and operational requirements documents. The contractor will also provide program management support, progress reporting, deliverables archive, progress meetings, and travel as required.

It is important to note that the contractor must comply with various compliance documents and technical writing standards specified in the solicitation. Additionally, the contractor must adhere to security requirements and ensure the protection of sensitive information. The government personnel involved in overseeing the contract include a contracting officer, contracting officer's representative (COR), task order contracting officers, and task order CORs. The contractor is responsible for maintaining an adequate accounting system for labor hour task orders and submitting invoices electronically using the Invoice Processing Platform (IPP). The contractor must also obtain approval from the contracting officer before referring to this contract or its task orders in any commercial advertising or promotions.
