The U.S. Coast Guard (USCG) is seeking specialized contractor support services for the preparation of environmental impact statements (EISs), environmental assessments (EAs), and related documents to comply with the National Environmental Policy Act (NEPA). The purpose of this contract is to support upcoming regulatory development projects for establishing fairways and associated shipping routing measures in coastal U.S. waters. The USCG plans to undertake two significant rulemakings in the Atlantic seaboard and Pacific coast regions, which will require comprehensive environmental analysis and review. The contractor will be responsible for tasks such as preparing draft and final NEPA documents, conducting impact analyses, providing public outreach and meeting support, and preparing associated environmental documentation.

The timeframe for the acquisition is a 12-month base period of performance, with four additional 12-month option periods. The place of performance will primarily be the contractor's facilities, with visits to the USCG headquarters in Washington, DC as necessary. The contractor will need to have subject matter expertise in areas such as marine biology, NEPA compliance, impact analysis, project management, and coordination with federal agencies. They must also have experience in providing environmental support for maritime activities and working with the USCG on regulatory development projects.

This contract is significant as it supports the USCG's efforts to ensure the continued safety and efficiency of the marine transportation system while balancing new uses of coastal waters such as renewable energy development. It also highlights the importance of complying with NEPA and other environmental laws to protect natural resources and promote sound environmental stewardship.
