The U.S. Coast Guard (USCG) is seeking specialized contractor support services for the preparation of environmental impact statements (EISs), environmental assessments (EAs), and related documents to comply with the National Environmental Policy Act (NEPA). The purpose of this contract is to support upcoming regulatory development projects for establishing fairways and associated shipping routing measures in coastal U.S. waters. The USCG plans to undertake two significant rulemakings in the Atlantic seaboard and Pacific coast regions, which will require comprehensive environmental analysis and review. The contractor will be responsible for conducting impact analyses, preparing NEPA documents, coordinating public outreach and meetings, and providing administrative support. The contract includes a 12-month base period of performance and four 12-month option periods.

The work to be acquired under this contract includes the preparation of programmatic NEPA documents, public outreach and meeting support, associated environmental documentation, and administrative support. For the Atlantic Coast rulemaking project, the contractor will prepare a programmatic draft NEPA document, conduct public outreach and manage public meetings, prepare a programmatic final NEPA document, and prepare associated environmental documentation. Similar tasks will be performed for the Pacific Coast rulemaking project. The contractor must have expertise in marine biology, aquatic biology, living marine resources, NEPA compliance, impact analysis, project management, and other relevant areas.

The primary place of performance for this contract will be the contractor's facilities with visits to the USCG headquarters in Washington, DC as necessary. Contractor travel may be required to support this requirement, and all travel expenses will be reimbursed in accordance with Federal Travel Regulations. The contract also includes requirements for security risk and background investigations for contractor employees who may require access to unclassified but security-sensitive information. The contractor shall provide monthly progress reports and participate in progress meetings with the Contracting Officer's Representative (COR).
