The U.S. Coast Guard (USCG) is seeking specialized contractor support services for the preparation of environmental impact statements (EISs), environmental assessments (EAs), and related documents to comply with the National Environmental Policy Act (NEPA). The purpose of this contract is to support upcoming regulatory development projects for establishing fairways and associated shipping routing measures in coastal U.S. waters. The USCG plans to undertake two significant rulemakings in the Atlantic seaboard and Pacific coast regions, which will require comprehensive environmental analysis and review. The contractor will be responsible for tasks such as preparing draft and final NEPA documents, conducting impact analyses, coordinating public outreach and meetings, and providing administrative support. The contract includes a 12-month base period of performance with four 12-month option periods.

The work to be acquired under this contract includes the preparation of programmatic NEPA documents for two rulemaking projects: one for shipping fairways along the Atlantic coast and another for shipping fairways along the Pacific coast. For each project, the contractor will be responsible for preparing a preliminary draft PEIS, an interim draft PEIS, and a final PEIS. The contractor will also provide support for public outreach and public meeting logistics, as well as prepare associated environmental documentation such as biological assessments, essential fish habitat assessments, and materials for federal consistency requirements. Administrative support tasks include maintaining an administrative record, coordinating internal and external meetings, handling agency and public comments, and publishing documents.

The place of performance for this contract will primarily be at the contractor's facilities with visits to the USCG headquarters in the Washington, DC metro area as necessary. The contractor will be required to provide qualified personnel with expertise in marine biology, aquatic biology, environmental modeling, NEPA compliance, impact analysis, project management, and other relevant areas. The contractor must also comply with applicable government regulations regarding security, employee conduct, and identification. Progress reports and progress meetings will be required to ensure effective communication and monitoring of the contractor's work.
