DHS Analysis Tool Licenses & Support Services

The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) awarded a sole source purchase order on a basis other than full and open competition on behalf of the USCIS Office of the Chief Financial Officer (OCFO). USCIS procured on a sole source basis an Accounting Reconciliation & Close tool DHS Analysis Tool that is available only from one supplier who has sole ownership of the product, Empirical Corporation. The specific FAR Subpart supporting this justification is RFO 6.103-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The contract type for this action was a new Firm-Fixed-Price (FFP) purchase order.
