DHS - AI Enabled Data Analytics Enterprise Platform Sppt - MRAS

The Department of Homeland Security (DHS) Office of Inspector General (OIG), in collaboration with the U.S. General Services Administration (GSA), is conducting market research to explore commercial capabilities for implementing artificial intelligence (AI) and advanced analytics. The overarching goal is to enhance DHS OIG's investigative, audit, and inspection functions by leveraging modern AI technologies. Currently, DHS OIG manages various data sources, including hotline complaints and investigative records, and aims to improve its ability to identify trends, patterns, linkages, and anomalies across these datasets.

The primary objective of this initiative is to develop an AI-enabled data analytics platform that supports DHS OIG's missions. This platform should facilitate AI-assisted analysis of investigative and hotline data while supporting advanced analytics across multiple datasets. Additionally, it should provide a scalable enterprise data architecture that integrates securely with existing DHS cloud environments. The adoption of emerging AI technologies must occur within a secure government setting to ensure the protection of sensitive information.

To achieve these objectives, the contractor will be expected to deliver services encompassing the design, development, implementation, and sustainment of AI-enabled analytics capabilities within the DHS OIG environment. Key functional areas include AI-enabled data analysis capability where tools are applied for analyzing structured and unstructured datasets; integration of large language models (LLMs) within secure cloud environments; development of an enterprise data platform architecture; provision of advanced analytics support; establishment of secure infrastructure for AI capabilities; and support for pilot efforts testing AI against limited datasets.

Potential contractors are expected to demonstrate their ability to deploy solutions that integrate securely with government cloud environments like Azure Government or Commercial while ensuring sensitive government data protection. They should also illustrate how their solutions can prevent data leakage outside government boundaries and support model governance and auditing. Furthermore, services might involve designing a robust enterprise data architecture capable of supporting future DHS enterprise datasets through efficient data ingestion pipelines, transformation processes, cataloging methods, quality monitoring systems, governance frameworks, and more.
