DHS - 287(g) Data Management - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS) and particularly U.S. Immigration and Customs Enforcement (ICE), is conducting market research to identify capabilities related to data management and analytics support for the 287(g) Program under Enforcement and Removal Operations (ERO). The primary goal of this initiative is to enhance public safety and national security by effectively managing immigration enforcement processes. The 287(g) Program allows ICE to partner with state and local law enforcement agencies, granting them authority to perform specific immigration enforcement duties under ICE's guidance.

As part of this effort, GSA seeks professional support services that encompass a wide range of programmatic and technical assistance for the Public Safety Partnership Division (PSPD). The work involves robust data management, analytics, program evaluation, and operational support for various models within the 287(g) Program. These models include Jail Enforcement Model (JEM), Task Force Model (TFM), Tribal Task Force Model (TTFM), and Warrant Service Officer Model (WSO). Each model plays a critical role in identifying, processing, and removing aliens with criminal charges or active warrants.

The scope of work includes comprehensive data management tasks such as reporting, analysis, coordination with 287(g) partners, ERO Field Offices resource management, process improvement initiatives, tasking support, strategic planning, and budget planning support. This initiative aims to streamline operations within the 287(g) Program by enhancing the efficiency of resource allocation and improving overall program outcomes through strategic partnerships with state and local agencies.
