Description

Solution Delivery Division, Chief Information Officer (CIO)/ Deputy Assistant Director, Information Operations (DAD IO/J-6) is looking to understand market capability to support the acquisition of TRICARE ONLINE Patient Portal (TOL PP) Secure Messaging (SM) Software as a Service (SaaS) subscriptions and services. TOL PP is an online patient-focused portal that supports eligible DOD beneficiaries and their families. TOL PP is a secure enterprise portal leveraging enterprise Single Sign-On (SSO) capability that serves as the MHS common enabling infrastructure for access-to-care and population health management. SM SaaS is a secure patient-provider messaging application that provides a secure communication method for patients and their care teams to: (1) ask non-emergency health care advice, (2) request Prescription renewals, and (3) receive MTF/Clinic updates and alerts within the TOL PP. Secure messaging is asynchronous and provides both patients and care teams the opportunity to communicate at their convenience. The TOL PP SM SaaS Application is an External IT Service as defined in DODi 8510.01 and does not qualify as a Subscription as a Service (SaaS) Cloud Solution. As an External IT Service for the DOD, the SM Application environment consists of Software, Platform, and the current data center Infrastructure.

Background

Work Details
The contract includes providing Subscription Packages for 6 months with various services such as Subscriptions, Account Management Services & Customer Support, Monthly Metrics Reporting, On-site Training, Labor for 6 months, ODC costs, Travel costs to CONUS and OCONUS Locations.

The contract also includes options for Subscription Packages for 6 months with similar services but with different quantities.

The work also involves inspection/acceptance terms at various destinations and delivery information specifying the delivery dates and locations.

Period of Performance
The period of performance ranges from May 1st, 2021 to April 30th, 2025.

Place of Performance
The place of performance is specified as various locations including CONUS and OCONUS locations.
