This Sources Sought Notice is posted in conjunction with the Performance Work Statement in accordance with DFARS PGI 206.302-1(d). Please review the Notice of Intent to Sole Source in addition to this notice.

THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. IT IS STRICTLY A REQUEST FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE (SSN). NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT.

SUBJECT: The US Army Medical Research Acquisition Activity (USAMRAA) is conducting market research to determine whether sources are available for a web based Patient Safety Reporting (PSR) COTS solution that provides state-of-the-art collection, storage, management, analysis and reporting of event information rapidly and accurately, using dynamic screens and role-based security. This PSR should enforce secure role-based access for medical staff members at; all Military Treatment Facilities (MTF), Regional and Service headquarters, National Capital Region Medical Command (NCRMD), deployed environment medical treatment sites with three military services, the Patient Safety Analysis Center (PSAC), all VA medical centers, VA community clinics, and the VA National Center for Patient Safety. This web-based automated PSR system would support medical quality assurance surveillance and data analysis to promote higher quality healthcare delivered to over 18 million patients enrolled in the Military or Veteran's health systems.

This market research may also assist with the further development and/or refinement of US Army and Department of Defense (DoD) requirements.

Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this SSN. All information received in response to this SSN that is marked Proprietary will be handled accordingly. Responses to the SSN will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.

RESPONSE INSTRUCTIONS:

Respondents must address the following in their submission:

Name and address of company.

Provide a thorough description of experience in managing support requirements of this nature (see attached Draft Performance Work Statement).

Provide a recruitment and retention strategy to confirm their capability to provide varying levels of support for the tasks listed in the attached Draft Performance Work Statement.

Indicate whether authorized resellers or distributors of PSR products and which PSR product

Capability statements shall be no more than 3-5 pages and content shall be no smaller than Times New Roman font 12 pitch. Exhibits, graphics, charts, captions, etc., shall be no smaller than 10 pitch.
