Description

The U.S. Army Medical Acquisition Activity (USAMRAA) intends to issue a sole source award, firm fixed price contract to Datix (USA), Inc. of Chicago, Illinois for Joint Patient Safety Reporting (JPSR) Commercial-Off-the-Shelf (COTS) licenses, code maintenance and configuration, and application services in support of Department of Defense (DoD) Defense Health Agency (DHA) web-based PSR COTS solution. The JPSR system was fully deployed in 2010 as a tri-service web-based system to provide standardized patient safety event reporting and investigation data collection and data analysis capability for the Military Health System's (MHS) direct care facilities and theater operations. JPSR provides analytic tools to identify areas for patient safety and quality improvement initiatives to achieve goals for reducing the frequency and severity of medical safety events.

This requirement will involve access and ability to revise proprietary PSR source code. Datix (USA), Inc. is the sole proprietor of the COTS product and only contractor that can provide proprietary services for the PSR system.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only once responsible source and no other supplies or services will satisfy agency requirements".
Any firm that believes it can provide the stated capability are invited to submit written notification to the Contract Specialist NLT 10:00 AM Eastern Time 30 April 2019. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Information shall be sent electronically to Mr. Ricardo Rivera, Contract Specialist, at Ricardo.a.rivera50.civ@mail.mil. Telephone requests will NOT be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
