Last Updated: 02/01/22 Page 1 of 3 The Department of Veterans Affairs, Network Contracting Office 7, hereby provides notice of its intent to award a sole-source, firm fixed, contract to Groove Technology Solutions Inc., 6849 S 700 W, Ste 100 Midvale, UT 84047. The satellite subscription television service and maintenance requirement will be procured for the Central Alabama VA Medical Center located 2400 Hospital Road, Tuskegee, AL 36083. Also, the requirement will provide service for CAHCS North Columbus Clinic located 6910 River Road, Columbus, GA 31904. The contract is expected to be awarded under FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The contract will be a firm fixed price contract with the NAICS Code of 517410. A Justification for single source has been prepared. The contract will include a base year with the possibility of four (4) additional option periods for a total of five (5) years. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Columbus VAMC s), 619-25-2-203-0002 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Provide Satellite Television service for the Central Alabama Veterans Health Care System 2400 Hospital Road, Tuskegee, AL 36083 and the CAHCS North Columbus Clinic, 6910 River Road, Columbus, GA 31904. The period of performance is anticipated to be from 1 Mach, 2025 thru 28 February 2026 with the provision of four (4) option years. Period of Performance: Base: 3/01/2025-02/28/202 Option Year 1: 3/01/2026-10/05/2027 Option Year 2: 3/01/2027-10/05/2028: Option Year 3: 3/01/2028-2/29/2029 Option Year 4: 3/01/2029-2/28/2030 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Groove Technology Solutions has been determined to be the only responsible source able to provide Direct TV satellite Television service CAHCS North Columbus Clinic. Groove Technology Solutions is the only provider authorized by Direct TV. Groove Technology Solutions has successfully provided water utility service to Central Alabama Veterans Health Care System North Columbus Clinic and is the current service provider. (Attached Authorization Letter) Description of market research conducted and results or statement why it was not conducted: Based upon the market research conducted, no two or more VIP verified and capable SDVOSBs or VOSBs identified or appeared capable of performing the services of this sole-source requirement. Groove Technology Solutions has the necessary technical capability. Market research shows that there are no other vendors provide Direct Tv satellite subscription television service and will supply all necessary labor, equipment, materials, and continuing maintenance service to provide a working system to connect to the 200 televisions. No other entity may sell, market, implement, or instruct the use of Groove s DirecTV solution, without the express written consent of DirecTV and Groove Entertainment, is the sole provider of Groove s DirecTV solution. Groove Technology Solutions, IAW, FAR Part 6.302-1(2) as a sole source requirement and has all proprietary rights for the satellite TV system and preventive maintenance service. Therefore, because this requirement is so unique and highly specialized, it is recommended the requirement be awarded to Groove Technology Solutions.
