Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract activity under VA’s NLEC-NG program, including service-order work for local exchange carrier services. For example, Lumen Technologies Government Solutions holds an NLEC-NG basic contract valued at $18,665,004 (09/30/21–08/31/26) with work that includes adding and removing various services for Service Order 6, which aligns with the current requirement for POTS/PRI/DID-DOD lines and associated calling features across VA sites. Granite Telecommunications also has multiple NLEC-NG task/service order awards during the same timeframe (e.g., Task Order 16 and Service Order 26), indicating continuity of the same enterprise LEC service ordering model.
